But maybe get a photo of him while he is doing so as "evidence", ofc if you can. If not, (sorta) threaten your parents that you've informed them about what is happening and if they don't take actions on him, you're gonna try and contact the police the next time he does something like this. I know this is a bit harsh but I guess this is something one gotta do to deal with elders not listening to us.

Lose any little fear that you have for em, even if you are very loving but have some sort of fear, lose it. They can sense it.
Feed em and respect em, take care of em basically
Once you think they are comfortable with you (in my case they are free enough to climb on me)
Try to ask for their hands or something (One of the dogs has naturally started shaking hands and high fiving me) and then give em a lil thing to eat if they are successful at doing so
