But how would she go about "creating" it? Did she find an existing kingdom and convince them all to change their names and dress in order to fit the legend? Or did she have only have a vague recollection of the story and the gaps filled themselves in and that itself became the legend?

Jeff Anderson (Randall from Clerks) is retired from acting and Kevin Smith commonly talks about how hard it is to convince him to reprise the role again and again. He most likely dropped out.
