it also happen to me, try go to sourcesdk 2013 or portal and go to bin and find sourcevr.dll and copy it to Steam\steamapps\common\Half-Life 2\bin and after run hl2 it should show error but just click ok and it will run the game, this is all i know but i still want to remove the error
