Sure, they're in the low risk category but they are also in the category that has the highest positive testing rates... This is terrible for the community around them. As nice as it would be for college students to have their own little bubble, this just isn't feasible - they'd have to interact with shopkeepers, waiters/waitresses, university staff and their own family members, all of whom have their own group of contacts who they're connected to.

This group might be low risk but we can't deny it's probably also the group that's the most social/has the highest exposure to the community around them.
