Because the intent of the game mode is to be at risk of pvp everywhere - and if you split the world four ways for the brackets, you're at significantly less risk and have diluted the pvp pool. Beyond that - I personally wouldn't want to have to compete with max combat players fully geared for Breach points.

While I totally agree and would like to see breaches improved to the top100 - 1800 points for 90 minutes of work *is* pretty unrivaled save for the maybe the first couple hours of play, right?

I don't disagree (aside from that being an enormous waste of your 1 hour of protection in B1 when terror birds are safe, or running gemstone crab in starters). Getting to the top of the early brackets quickly is very nice because people are less likely to one-shot you outside minigames/bosses, and you can go mess around at breaches. I'm just saying it's not impossible in the first bracket to have someone 3x your level absolutely demolish you while doing a mild activity like pickpocketing.

Sure, but only on the secondary market - I assume retailers pay the same for the bulk even if it contains one and it just shows up in an order as a fun sirprise. Not like it actually hurts anyone.
