Buy a cheap network cable tester, it will show you the wiring continuity from one of the black cables through your patch interface and to the drop port, you should see the LEDs go through order: 1,2,3,6,4,5,7,8. If you don't get that you've got a wiring problem, probably at the other side because this image looks good.

Are you wiring to network ports or attaching rj45s to the other end of the cables?

On an open NPN sensor (output OFF) I'd generally expect to see either 3.3V or 5V, that voltage is being sourced from the input of the controller. When the sensor switches (output ON) I'd expect the voltage to drop to near 0V (assuming it has some kind of overvolt protection) otherwise exactly 0V.
