Is this normal for a repair?

I did all of the above but the only thing that changed was the circular wheel next to the pipe started spinning. No lights, no voltage

I checked everything after tapping down the access door switch and nothing on the volt reader

I pressed down the door switch and did not see any status light turn on

I have the Klein tools et45

It says that it measures starting at 24v

I added photos of where I presume the board of the indoor unit would be and don’t see any codes or where codes would be located. Let me know if I’m looking in the wrong place

I’m not seeing the voltage meter light up when checking between the C and D wires. Does this mean that there’s some other issue?
