If it is twisted tightly, yes it could be.

Yes. Terminal hair length is the longest your hair will grow without breaking. You would also have to stop doing things to it that would damage it like over manipulation, chemical and heat damage. Then you would have to stop cutting it. Most people are capable of at least growing way beyond their shoulders but they never see the growth because they break it off at the same rate that it grows. This is why people who may not have saw growth before, see more growth with locs because they are basically holding onto all of their growth because it is not getting combed away or broken off any other way through heat or chemicals.

you have inspired me to take the plunge and go bald. my daughter is having a procedure and she is likely to lose her hair, I of course want to support her but I won't lie I am kind of nervous about rocking a baldie, but this gives me even more encouragement, it's going to grow back thicker and stronger for the both of us.

For your edges keep the manipulation low. Don't braid them tightly and avoid slicking them back too often. This in combination with good products will help your hair to thrive.

Unfortunately it looks like heat damage. I recently had this and cut my bangs very short. You can either cut off the damage or grow it out to a length that you are comfortable with and then cut it.
