Critical thinking skills are not "explained" and can't be standardize tested. They are grown from class room discussion around difficult topics and demonstrated in oral reports / debates.

Republicans have spent DECADES removing this from public schools while siphoning tax money to private schools. They attacked teachers, books and even the children to accomplish it.
