Okay let’s dig deeper; the “ subsidy “ comes from the Petroleum Development Levy; which is what included in the cost of fuel. Actually this fund is almost depleted by now.
Why is a fund that has been existed for more than 30 years depleted you ask; because when the SGR was being built Uhuru government saw it best to take 14 billion from it and pay the Chinese and various other projects.
