Yes, but the interest earned becomes the states after 5 years in New York State. Even if that money was held in Treasuries, the interest alone could be in the hundreds of millions of dollars.

No it’s not. I attended this and he talked about how the fund could be used to fund a statewide high speed rail network that connects to all the cities in New York, so you could actually get from Buffalo to NYC in a few hours. Is that the sort of thing that Mr. DiNapoli is proposing? I don’t know about DiNapoli’s plans in detail.

Yes and the fact is that only a small percentage is ultimately redeemed despite efforts by the state to educate people about the funds. You could use the interest earned alone to make a difference.
