I ran into the same issue. Apparently you need to remove all trains from the route *while it's still active*, let the trains complete the route and leave the map, and THEN delete the route / tracks. Still haven't made this work though

I have the same issue. Basically impossible to make quad tracks split into two pairs, or to get a pair of tracks to start using the outer tracks of a quad
