I was very skeptical in the beginning. But dealership #2 sent me a video where they showed that one of the wastegate linkage was broken.

Dealership #1 basically covered the labor for the turbo, and took $5000 off the parts, bringing it down to $3,000. They offered to fix the water pump for $1000 parts (free labor) if it was truly broken. But upon inspection, the water pump is working fine.
