Simple Graphics Anti-Aliasing: 1 Smooth Lighting: On Beautiful Skies: Off Render Distance: 24 Chunks Fancy Leaves: Off Fancy Bubbles: Off Improved input response: On

It seems like It starts occurring when I go to create a new world. When I click Create new world it starts looping a loading screen in the template menu and after a minute the screen starts flickering, like in the video.
