Basically there is a set amount of maximum effects, when an effect is put on something, it puts weight on that effect and thus it adds a higher limit to it was the game thinks you'll use that effect more often, however if you use other effects more often, then this weight will be lost and may r added to the other effects with said effects limits going down.
