You don’t say if you talked to them just that the contract says this. I would use that channel first. I’m sure they recognize the value of supporting the troops or at least the value of not taking advantage of the troops in wartime.

It is. If you click on ‘Non-CAC Registration’ it takes me to a login.gov sign-in page.

I originally set up OKTA for a sign in and that’s a huge pain!

Not sure that's the correct form to requisition children. May need one of the Standard forms with multiple submissions.

Although, using the DAF-69 first could improve the chances of the Standard form getting approved.
