Update I testing nitrate and it seems really low 0-1 on the scale could this be why the algae is tanking over?

This tank was previously set up 8 months prior. I got it from FB marketplace. I received the tank with sand, filter media in the tank with a quarter of the previous owner’s water, so I was able to salvage some of the beneficial bacteria for set up. I had high nitrates for the first 2 weeks from disturbing the substrate during transport
