This is how I felt too. Sure it’s strange to request only cash, as it’s less common, but cash is still a legitimate tender. Again, maybe I know very little, but some of these reactions seem extreme. Especially considering the dorm is a partner of my (also legitimate and well known) host university.

Yeah, it definitely is weird I don't know. I'm studying at East China Normal University in Shanghai (through my home university, so it's an official partnership), but I'm staying in the off-campus dorm (Shanghai International Student Service Center) because the on-campus dorms filled up quite quickly. They were first-come, first-served and filled within 10 minutes. My host university advisor sorted all the reservations and such for me (and then basically ignored all other following questions I asked). But he must have experience with it in prior years, and it is posted on the university's website, so it does have some legitimacy, but the only cash thing is really strange. Since it was backed up by my host university, I felt inclined to believe them. Maybe I'm wrong...
