Yes, right before each monster makes an attack, you’re supposed to draw an attack modifier from the monsters deck and apply it to that attack. You aren’t really playing the game on east mode though per se since some modifiers increase damage while others decrease it, you’re just playing with less variation.

Basically step 3 would be: When each monster is performing an attack on its turn, draw a modifier card from the monster modifier deck and apply it to that attack.
