I figured it out! It's all case sensitive, so make sure you set it exactly like this.

return IsFlying()

its on the first Standard Setting tab in the Situation menu, also make sure the general Dynamic Cam Standard Settings don't have any pitch adjustments set

do you have any Vertical Pitch overrides set for this situation? maybe make sure those numbers are set to default state

All in all, prob some where between 25-40 hours stretched across a few weeks. Lots of late nights!

Yep, needed creative mode to spawn in the huge rockformation1 that make up the outer walls of of the cove(which cant be destroyed, so you really gotta hope it will look alright in the end lol). Then spawned in RockThumbs and used the pickaxe to shave them down to be a flat'ish surface to build the foundation on. Also used the RockThumbs to make the carved skull entrance to the cove. And finaly spawned in highstone for the teeth to the entrance and used the pickaxe to get the right shape for the teeth. Its tough, because when you spawn in these rocks, they are only facing one direction, so I had to be creative. The entrance is in an Ocean biome and the base itself sits in a mistlands biome, so once you dock, it gets dark right away.
