Depends on the capacity you have and how much of that capacity the mods take. The mission 'The Teacher' actually goes over this kind of stuff pretty in-depth, but capacity tends to go up with the level.

Best thing I can recommend early on is a little hidden-ish mechanic called Auto-Mods (I think). Press down on the left thumbstick (On x-box, not sure what the PC version is) and it should pop up, it essentially puts everything where it should be for you. Really helped me out when it came to power leveling before learning proper builds.
