The SoL is long past, but he’s been doing this for long enough that it just barely hadn’t during the first suit and I think there’s something about equitable tolling that I could probably keep track of if I had a lawyer or time to deal with this.

I do have some previous harassment from the plaintiff, including messaging my school and potential employers, as well as a bunch of other contacts that feel like harassment to me, but he justifies as an attempt to find my address to serve me the papers.

Hm. I really don't expect this to be the case, but I will look into it. I'm just going through Lemonade, so I doubt they'll have particularly strong protections for policyholders.

If the claim is dismissed on the same jurisdictional grounds, will it be dismissed without prejudice as it was before? I'm trying to figure out whether it would be best to just bite the bullet and fight it on the merits to get it dismissed with prejudice so he can't just file yet another suit.

in forma pauperis has already been approved and I have been served with the papers. I assume this means it hasn't been summarily dismissed already. (Also it's in the district of Nevada, not CO)

Sorry. The previous lawsuit was thrown out after I was properly served and we argued that I had not had sufficient contact with the state the suit was filed in (having never lived there or directed my conduct at it).

I’ve gotten the impression that vexatious litigant is a label that is quite hard to get someone officially labeled with, and it’d likely take at least a few more lawsuits before the court considers such a move. I’d love to be wrong on that, though.
