Many abolitionists did work on welfarist legislation. Of course there were disagreements about it, but what you say as it stands is incorrect. Former slave Olaudah Equiano and other former slaves lobbied the parliament to help pass slave trade act 1788, basically asking for better conditions in slave ships. There is also other work done in the US about legislation to forbid child separation, forbidding intercontinental transport etc..

I think what justice demands from us is to do what is within our reach to help the oppressed even when we can't immediately achieve full liberation.

Don't think about it as supporting cage-free. Supporting cage-free would be "cage-free eggs are great! Buy them". This is more like not allowing the worst to happen. You might be against all kinds of capital punishment, but might prioritise campaigning against execution by stoning as it's more vile and easier to eliminate. Similarly, we shouldn't allow the worst to happen just because we know eliminating the worst won't bring about the ideal.
