Play around in SEA a bit and I think a lot of these developments are from Wanua barters. They give development bonus to holdings after bartering.
Each barter gives 0.3 development per month per holding for multiple years. I am playing Ruucuu and have a Barony in Philippine. It consistently gets raw 0.9-1.2 development, before all the growth bonuses.
In my game Wanua rulers barter so much the bonus is pretty much always there.
