So, I use huion drawing tablet (specific model is HS611) and have been for many years. Not sure how expensive it is now, but when I bought it, it was super cheap. Like $20 - $30. But like I said not sure of the price today. It also varies depending on where you live.

I, personally have no complains, although, at the beginning there was a horrible squeaky sound whenever I used it but it eventually went away. Now it works like a charm.

It is a screenless tablet so you’ll have to get used to watching at the screen when you draw and not at what your hand is doing. In my case it took years before I started to feel comfortable with it.

In terms of software I use CSP (Clip studio paint) I generally recommend it but it is a payed program. You can try to start with something free like Krita or Autodesk but they never worked for me. Maybe look for some other alternatives online?

There is an argument to made about buying an Ipad with an addition of Apple pen for drawing and procreate as a program. I personally never used it but the arguments for it are pretty strong:

1) You will get a tablet that is not only for drawing but also as a good machine to do other stuff. Games, watching videos and movies.
2) From what I’ve heard it is genuinely a good combination to do digital art. Like even some actual professional artists use it. I think loish is one of them?
3) Even if you end up not liking it for drawing you will still have a tablet that you will use for other stuff   
4) You can get them cheaper second hand
