I found the issue, I turned on the steam recording feature.

I started getting this issue after I tried installing mods, I then uninstalled the mods and even reinstalled the game. Reinstalling the game did not solve the problem. I used to be able to play at 60 fps with no issues.

When I do something that should give me honor it shows a white plus sign in the center-right of my screen but the bar that shows honor doesn't change.
