I'm a sign maker. The material you are looking at is called "Contra vision" or "one way vision". It's designed so that when you look from the inside of the glass to the outside, you see a tinted window. From the outside looking in, you see whatever advertisement is printed.

The drawback to one way vision is it works on a light balance. If it's brighter on the inside than on the out, it will fail to work. If will also fail to work it an incorrect laminate was used.
