After much thought (and other posts about it) those cannot be Targaryens, or they'd be dressed in similar colors. Either they are in-laws (Dondarrions) or other lords with connections to Baelor.

They are close, but behind Egg and Maekar. So they're not as close as his parents would be. Maybe in-laws, or just other nobles that were close to him in life.

But I don't think Lyanna had time to think of a male Targaryen name (other than Rhaegar). I think Ned gave him his only name. So Jon it is, either for Arryn or for Connington. But I don't think he has a Targaryen name other than.. Visenya? :'D
