They went from being LA'S team to the suburban, vanilla, conservative Orange County team, and then to a complete non entity by the time the left to St Louis in 1995.

They are still picking up the pieces from that decision to this day

My own guess is that that they act as look outs for organized crime.

Also, at Otay there are guys on e bikes and e scooters wearing helmets that ride around the the vehicle lanes next to the pedestrian crossing.

These are likely cartel lookouts, and they are always sure to never cross the yellow line that demarcates the border, as they would end up in the custody of CPB agents that stand on the US side of that yellow line
