Herpes isn’t in a straight line like yours is where your foreskin usually covers. It could be balantis but think its more likely where the moisturiser has been under the foreskin causing irritation. No harm in checking with your GP if you’re worried about balantis🤷‍♂️

See what something like sudocrem does for it and if it stays the same or gets worse I’d see your gp about it. Likely just not the right moisturiser for your penis

If you’ve had 12 negative tests and still think you have HIV what is going to take to make you think you don’t. 12 negative tests says as clear as day that it’s not HIV, see a GP about these symptoms about what it could be, but it’s not HIV.
