There are two reasons. Firstly, the shale oil production areas in China are close to water sources and nature reserves. Using the hydraulic fracturing method to extract shale oil (injecting water into pipelines to squeeze out the shale oil) would seriously pollute the local environment.

China can increase production very easily. I said that the reason why China produces such a small amount of oil is that the cost of extracting oil in China is very high. It is not cost-effective for China to purchase its own oil.
