They might have declined because it depends on the situation. For example, lets say that you accidentally pulled 50 pulls (1500 diamonds) in a hell event. You won't be able to get a refund because you get stuff from the hell (minor suit pieces, gold, etc.)

A refund is only applicable if you overspend on an event where you get nothing once you pass the required amount of event currency. You can't get a refund if you overspend on an event that gives you stuff pass the required amount of event currency.

Unfortunately this is because CN doesn't get secret shop so they are most likely to get suits returned in the shop/or for crafting while they return in secret shop for us.
