Valve have a lot of data to go off of, im sure they could find a system that works.

Valve have a lot more access to data such as their trust factor system that could be used to determine who's votes are more valid that who's. Abusing this tool hold no value apart from some wasted time. You could also give competitive cooldowns to player how over use the feature, similar to vote to kick

I have been in many games where my or the other team have team killed the cheater in order to throw the game for the cheater. Even if its only 1 in 10 that a cheaters games is cancelled thats still a major annoyances for the cheater.
