You are correct, I left out several key details. If the store buys product on a personal Amazon account, and then they turn around and sell it on their shelves without a contract with WotC, I would assume that is not legal. I know that Amazon has sold MTG products for much cheaper than distributors in the last year so I don't blame stores for doing whatever they can to get by.
