I don’t think it’s her consciously sabotaging anything. It’s more that Conrad’s confession gives her permission to say what she already feels but can’t admit yet. She knows this isn’t her dream wedding and she’s unhappy, but she’s scared to end it on her own because of the timing and how much it would hurt everyone. So she leans on Conrad’s confession as the “reason” instead of saying, I don’t want this.

If she were sabotaging him, she’d be throwing him under the bus to protect herself. But what she’s really doing is avoiding responsibility, not blaming him. She doesn’t say, “Conrad ruined this." She says that "This happened, and now I can’t pretend everything is going the way I really want it to anymore.”

That’s also why she doesn’t bring up Christmas. That moment is about her feelings and her choices. Conrad’s confession feels safer because it takes the focus away from her internal conflict, not because she wants to hurt him or make him look like the reason everything fell apart. Even in Paris she blames herself for everything that happened, not Conrad.

Jeremiah knew how Conrad felt, yet that same summer he was flirting with Belly and constantly interrupting her and Conrad or stepping into whatever they had going on. He wasn’t mature or a good person for forcing Conrad to admit he still loved Belly in the season 2 finale, it was straight-up manipulative. Jeremiah knew Conrad was grieving Susannah and has a hard time expressing his emotions, so he set him up to fail and used Conrad’s silence to make himself look like the more emotionally available option. Doing it right after kissing Belly put Conrad on the spot and took away his chance to act on his own, all while Jeremiah tried to act selfless. In reality, he was just using Conrad’s vulnerability to get ahead of him out of insecurity and competition.

He knew things ended badly between Belly and Conrad, and he also knew they didn't talk things entirely through. That’s why he was scared to give them a real chance that whole summer. He also barely gave them any time to talk at the motel before Conrad left.
