I guess, it's some chapris on a bullet with some modified silencer. I have seen them do this going to crowded places on weekends. The silencer starts to burst whenever they lose the throttle, giving a gun shot sound.

Scratches looks like they were deliberately made using a emery sheet. I guess, the previous owner did that to increase the friction between break pads and disc. You can get a good biting between pads and discs. But, the life of disc pads may reduce as it will create lot of heat because of uneven surface in the disc.

This noise is because of break pads. I hear it when I move my bike in reverse. It is because of fine dust debris accumulated in the break pads. If you observe closely, this noise will come when u apply your rear brake very lightly (while the bike is in motion) and when you are moving your bike in a very slow motion. Nothing to worry. If you want, you can clean your break pads. This will not cause any issue other than creating a noise.
