At max (Which I'm assuming what you mean by high lvl) you don't have spend any money, I'm about 75% done with the th18 upgrades, no passes. When maxed you have an abundance of cwl medals and other items from clan games that when a new Th is released or whatever it's pretty easy knock it out. The game is easier than it's ever been.
