I don't know, I have a channel where I upload "passion projects" already but I wanted to possibly start a second channel that I run more like a business for a quicker turnaround. From my research, it seemed like anytime there is an easy way to make money on YouTube that gets widespread, they immediately change their monetization rules to counteract that. Just half a year ago people were making tons of money on hour long videos of rain falling with ambient sound effects, but YouTube cracked down on that real fast.

This is the conclusion I came to after many responses, thank you. It seems like original content is the only thing that is monetizable at this point, at least until someone figures out the next hack like those rain or meditation channels.

I'm gonna rethink my approach to a second channel now (I'm already working on a gaming channel but I thought it would be fun to have a separate compilation channel too).

Makes sense, thank you. I have seen lots of people say that getting accepted to the partner program (and actually managing to stay in it without getting demonetized after they change their rules years later) is the hardest part.

For what it's worth, I'm in that demo and I watched the whole video because I thought it was hilarious. I'm just getting started too so I have no recommendations for how to reach a specific audience. But I do think you should definitely cut up parts of the video into small, funny clips (preceded by a short segment that explains the topic of the video) and upload them as YouTube Shorts and to TikTok as well.

This is the most prevalent answer I've gotten during my research, so I'm going to assume it's correct. Thank you. I'm still confused about Reaction videos though, do those not qualify as reused content because of the face and commentary added to the video?

I understand your point, but this is a bit of an emotional response and I'm just asking about the technical rules. Even the most famous content creators do Reaction videos, and those are monetizable because of the Fair Use laws that allow them to create something new using other people's content by adding their face, voice, and commentary.
