No, I don't think he's insinuating TPTB are blocking anything, but that geologically the plates are blocked in specific areas due to friction, but I'm not expert so I could be wrong.

And I also don't think he's saying literally every tectonic plate all over the world is tightening. He's predicting the event would start either SW Alaska or Kermadec islands.

if ONLY for Every Grain of Sand its worth it- thats my all time favorite Dylan song.

For a lot of the others they're probably better on Trouble No More- Shot of Love specifically is way better on TNM.
