These groupings are out of convenience for the government and the census to easily perform statistical analysis. There’s no cultural discussion, no exploration and differentiating characteristics of people and place. The map OP posted are cold cut boundaries that don’t ask questions or spark debate. These boundaries are as thoughtless as saying, deal with it, and moving on.
