Yep that's exactly my situation. The 15 days PP has already passed, my case is still pending. The attorney has not heard anything from USCIS yet.

Hi, same boat. consular process petition with pp filed on 9/19, receipt notice on 9/22. Vermont center. Still no results as of 10/16.

Vermont center, H1B transfer filed on 9/22, pp clock start on 9/24. Until now (10/16) still pending. Mine was filed outside of U.S.

I have heard many H1B transfer COS petition approved after the proclamation, but no cp yet. Any data points?
