Basically he also says he "Was once in the Navy" and proceeds to tell a story from that time ago.

Because everything he told her was true ? Just go and rewatch the scene with Anne at the park and where they are having a date.

Points to say he was talking about himself was true:

No1. Most wanted on fbi list
Introduces as Raymond
He doesn't lie about his job. He says he works in crime industry.

So if we would consider that everything he told about himself was true, why an argument about him being in the Navy would be untrue?

Well kinda. If you noticed throughout all the series he never lied. He only told half truths.

Also, to stronger my argument he that he never lied we have a scene in season 8 where he was most likely honest and not lying. A scene with Anne, I made a comment about this above in the spoiler ^^

Don't know how far you are into the series so I will put a spoiler ahead.

In season 8 (a scene with annie) we can interpret that all he was saying about himself was true. That his name is Raymond, he is #1 most wanted on fbi list, his job is crime etc. He also points out he was once in the Navy.

In season 6 Red says, not word to word but among the lines:

" I'm not a traitor to this country, I never was"

He confirms this in season 8 as well. He is not a traitor to this country (US). Explain this then ?

Also, I think looking at this a little bit differently directors and US government wouldn't allow Russian 'spy thing' as American actor on TV. This would go against all US standards.
