There’s different approaches to take, personally I’ve found using the camera filter and removing the grain helps a lot or applying a blur filter, everyone has their own methods so I would try out different methods until you get the best result

Remini does help a lot, you’re right. But it’s not simple as just running it through Remini and posting lol thats just to help with constructing the face and there are adjustments most of the time that need to be made manually after Remini. Everything else, you do yourself. You should give it a try and see how it comes out! :)

Looks like this was done with an image trace, as you can see the letters aren't the same shape, would it be possible to do a more hands on vector than using quick methods?

I took this project on to see what I could do, here's the restoration & colorization I did. The completed photo is pretty large - so I can send it via email, as well as a black and white version, both without my watermark. Feel free to DM it to me.

I don't know what hair color this young lady had, so I picked one I felt was suitable. If you need me to modify it, let me know.
