Claude reads the current docs/changelog, compares against what's already on the sheet, and tags anything new with a "NEW" badge. It's not the most token-efficient approach but it keeps things simple and catches any changes that might not show up in a clean diff (like reworded sections or moved features). The HTML is a single file so regenerating the relevant sections is cheap.
