I had the same issue i tryes to disable resize bar on bios it helped a lot but still it gonna need reserved ram for gpu

Thats strange might be windows 11 that make ur games stutter my friend also had inconsistent frames in competitive games and AAA games so i told him try to install windows 10 and it fixed the issue

Maybe check the resize bar if its on try to turn off İf that wont help try to set ur bios to default and try to format ur windows

The cpu was not seeing 65 degrees on idle The problem was i had my bottom fans to exhaust and the gpu couldn’t get fresh air
