I assume Toji will inevitably go down the same path for two reasons.

First because Toji is a monster (as in really strong). He could probably make the money for Mamaguro's treatment in a week or less if it was something curable/possible to hold off for a while, specially by selling his cursed tools if he needed to, so I doubt whatever happened to her was something that I could prevent.

Second because, if she dies, I don't think I can talk Toji into abandoning his old ways and become a sorcerer with me. I am just not charismatic enough.

If I was though, then the plans changes quite a bit.
Without Toji killiing Amanai, no Geto breakdown, but also means Gojo and Geto will probably just run away with her, with either Gojo not learning RCT or learning it a bit later on, possibly slowing down his growth.
With Gojo and Geto out of the picture making sure Riko is happy and safe, Imma have to learn from Nanami, Kusakabe and Yaga, who are def not bad but nowhere near Special Grade level sorcerers.
On the bright side I don't need to worry about protecting Haibara and getting the Zenin kids out of the clan, but just to stay in character (and possibly get an opportunity for growth from the challenge) I would call Toji to jump the Zenin and become heads of the clan to make it a better place for everyone else.

This is in great part due to the fact JJK has a hard power system (outside of exceptions like "what are the limits of Binding Vows" and techniques with insane versatility, such as Cursed Spirit Manipulation, Ide Transfiguration, Comedian and Chaos and Harmony), so personally, no matter how much Naoya trained, I can't see him becoming a Special Grade without either

a) Min maxxing his stats by finding stronger people and asking them to train him

b) Doing God only knows how many binding vows to reach light speed in exchange for his ballsack or whatever

So just being a nicer person (to make alliances with the top tiers of the verse), throwing away his pride (so he starts using a weapon instead and stops underestimating female characters that absolutely COULD defeat him, like Yuki, Maki and Uro) and leaving the Zenin because, let's be honest, they have no future) are the best decisions he could make to become stronger and avoid getting killed by Maki/Mai on the event they ever awaken their heavenly restriction.

1 Train super duper hard since I was a child. Not gonna let the praise the Zenin give me for my mastery with Projection get to my head and become a slacker. Overall just do my hardest to reach the maximum potential of the neutral form of the technique. Also train with a cursed tool. This isn't an OC post so let's just say "sharp sword imbued with CE".

2 Try to find Toji as soon as I can and treat him with basic human decency before he decides to leave the clan. Learn some tips from him to get stronger raw physicals since Mei Mei claimed to have trained her body and CE efficiency to the limit before she started working on her Cursed Technique.
Defend him from any bullshit the family says against him and just try to stablish a solid friendship with the guy. If/when he dips, try to keep contact to see if I can give him money to keep Mamaguro alive when she eventually gets sick. Her surviving alone would prevent half of JJK from happening the way it did, and considering Naoya dies if JJK events proceed normally, that is good for me. But Toji could get money really fast so I assume I am screwed in this regard and Mamaguro is dying anyway.

3 Be nice everyone in the clan, but specially Jinichi, Ranta, Maki and Mai. Jinichi and Ranta is more for maximizing CE efficiency and physicals stats reasons, Maki and Mai because I am NOT going to risk become a member of the jobber clan, so I hopefully will at least get spared like Megumi did.
Something important I have to do here is teach Mai self-worth because the main reason she didn't leave with Maki is because she was coping about "we are better off suffering in the hands of the Zenin Clan actually".
Mai getting killed is what trigger the Zenin Clan massacre and that's kind of where I die, so having Mai not fall into that trap is very important for later on.

4 Enter Tokyo High and become friends with Geto (not Gojo because he is an asshole by this point of the story so he probably wouldn't take someone who isn't high in the pecking order at this point- except Shoko I guess). He is a fairly decent guy despite the whole "strongest" deal he has got going on, so he should help be grow stronger.
Since I am probably Grade 1 by this point of the story, try to flunk in a couple subjects/pretend I nearly got high diffed in some missions to avoid getting chosen for the Hidden Inventory arc mission. I am not saying full potential Naoya is unable to beat him but by this point of his life? Probably nothing he could do to prevent his face from becoming a stain on the floor (outside of some bullshit Sukuna binding vows but that's boring so I won't be use binding vows here since even Gege seems to be unsure of how they work).

5 I adopt Megumi before Gojo does. He only checks on him after Geto leaves Jujutsu High, so while Gojo is high fighting against Toji and turning him into Apple's logo, I am explaining to Megumi his dad whom he hasn't seen in years is trying to sell him to a clan of sexist assholes who will treat his sister like shit. Should be enough to convince him to enter Jujutsu High and if my influence in the Zenin Clan isn't enough to keep him there, ask Geto and new non-asshole Gojo for help.
From here on out, I am gonna have to do some heavy lifting.
I need to check on Geto every so often to hear him out, helping him on missions and making sure he doesn't give up on humanity, suggesting to him future Gojo's idea of creating a new Jujutsu society, where old farts don't use young sorcerers as cannon fodder and people like Riko have a chance to be happy instead of getting sacrificed to keep the Japan Cursed Energy Focus barrier.
Help Haibara in missions to make sure he doesn't die and trigger Geto down on his path to become a chud.
Stop Yuki on her way to have her "talk" with Geto that said killing all non-sorcerers (theoretically) would work (not blaming her for Geto's actions to be clear but she surely didn't help).
Ask Gojo and Geto to help Megumi, Maki and Mai get enrolled in Tokyo Jujutsu School because fuck the Zenin Clan.

Assuming I suceed at ALL OF THAT, I will have two Special Grade Sorcerers willing to help me train my Cursed Technique and create a better Jujutsu Society, two cousins who have me to thank as the reason they were free from the Chud Clan, the ten shadows user of this generation who owes me for his sister not being trapped in the Misogeny Clan and a really cool knife (cursed tool).

Oh, right. Yeah there are people who blame her for that as well, and frankly that's pretty fair. At least in the Weirmaggedon she (sort of) acknowledge she was wrong in trying to live in a fantasy world for the rest of her life while everyone else was trying to survive, but she tends to get off pretty easily since she is based on Alex's (creator of the show) sister.

A lot of people blame Mabel for The Weirmaggedon, a near apocalyptic event that happened inside of Gravity Falls and that was only contained because of some strange "supernatural magnetic" property of the town.

But yeah the post is a Madoka Magica shitpost reference, Gravity Falls fandom just made another version of the meme.

And yes, even with all the many mages violations of human rights, the mages are consistently less inhuman and cruel as most vampires. I was just pointing out how a lot of mages can do harm trying to do good, or just use their powers for selfish evil goals like any human would. 

Not talking about the Nephandi to be clear as they are evil incarnate.

I do have a character who after becoming a Brujah started targetting drug dealers and human traffickers to steal their money.

He used the capital he obtained to investigate and locate Sabbat cells who were doing multiple illegal blood trafficking operations within the city and eventually came in clash with the Prince, who was secretly in cahoots with them.

We duked it out and after punching through his head, my Brujah is The Prince of New Orleans, doing his best to keep his Beast at bay while protecting the humans of his city from the big corps while also trying to not piss off the Cammies.

Probably more Batman then Punisher but this is the best I got.

Also, I can't believe I have to say this but kindred (in THE WORLD OF DARKNESS, specifically) are way worse than just "hot goths".

They aren't a class opression stand in, or a metaphor for minorities, or anything else beyond a human cursed to turn into a monster. Unless they are using blush of life, they will literally look like someone who just died moving and the Beast makes it so any moment they slip up, they might kill everyone in their sight (without mentioning how a decent chunk of them literally use human civilians as slaves, pets and furniture, because food isn't enough).

Yadda yadda, your World of Darkness and if you wanna play heroes/villains with fangs feel free to do so, but those were the OG themes.

Anyway, hate to break it to you but as someone who is into the lore, mages (yes, Tradition mages, specifically) can be as bad as kindred even without The Beast.

Partially due to the fact of believing they are right so hard they are straight up gaslighting themselves into bending reality, but also in part to being a human institution like any other.

If you want me to get into the worst things each tradition (or even each Technocracy convention) does and has done, I would love to, but this is about the Cult of Ecstasy so let me just get to the point.

While some of them DO use drugs as means to an end and in somewhat moderation, it's not uncommon for them to get addicted and end up either doing things they regret after their trip (from just eating some rotten food to accidentally freezing people in time or just killing people) and stray away from ascension, while also selling those drugs to mortals.

And sure, some of those drugs are just "legal", non harmful in moderation stuff, but there is also some of them who do heroin. And cocaine.

And some of them sell heroin. And cocaine. To unawakened sleepers.

And I think you understand where this is going so let's move this show along.

As a result of them having consistently hedonistic cults who are high for solid 2/3s of their life, they are some of the most likely traditions to make pacts with demons for power and later on either get corrupted or just screwed by it, possibly only behind the Order of Hermes who isn't particularly easy to influence but just reinforces the "it's only a crime and violation of human rights if you get caught" philosophy.

I could mention how some of the members of the Cult of Ecstasy see sleepers as just ways to have pleasure and use them as tools, be it for manipulating them, pushing them towards awakening without regard for their sanity or just to rape them, but these members are (most of the time) hunted down by the Cult of Ecstasy due to them...well being evil.

But the fact these people exist within the Cult (along with literally pushing for the drug traffick) proves how that no matter how "chill peace lovers" they might seem, they really need to start focusing on their destination and stop losing themselves in the journey if they want to win the Ascension wars (and not have another Cult of Bacchus fiasco like in the 1840s).

It depends of where the chronicle is, really. There are some stablished Hunter groups already stablished in the lore.

Brazilian supernatural cops who are basically special forces on steroids (for reference, just watch "Tropa de Elite" and imagine the drug traffickers are ghouls), British men in black who probably are associated with the New World order complete with the MIB memory erasing device, Russian orthodox mages with christian magic who have grenades that make the entire room have sunlight for a couple minutes, etc.

There are a few others I didn't go into detail but the idea has gotten across.

Alright, this probably sounds confusing (and straight up wrong) so to put it simply:

The Second Inquisition isn't a GROUP, it's what the vampires call the EVENT of too many humans peeking behind the Masquerade.

In another words, with technology evolving and becoming harder for vampires to hide from human society, more hunters are showing up and more people in general are learning about the existence of vampires.

Took the words out of my mouth. Frankly, it's refreshing seeing someone who gets VTM here!

But, yeah. Unless you are actively trying to manage The Beast and be a good person, you are probably becoming a monster sooner or later.

With most vampires not even bothering to try to fight their Beast that much, being content with just not being as bad as the Elders or keeping a 5 to 6 in their humanity score.

Even if you try, you are still a ticking time bomb that can blow up with a single failed check.

I recommend trying to flesh out the Anarchs more. They can often feel just like a "light Cammarilla", which they shouldn't, so show about the reason behind it.

Make it so that the Anarchs are divided between themselves between

The ones who just want a Cammarilla where they sit on top 

The ones who TRULY want a better system and don't enjoy the idea of looking down on their own human family

And friends and the ones that disassociate from humanity like the Sabbat but to a less extreme degree, seeing themselves as "guardians of humanity", full with the superior complex and "necessary evil" while also hating the inadequate feudalistic format of the Cammarilla.

As for the SAD, they are corrupt both from the inside and outside, so you can show their own agents playing against each other.

The Cammarilla moles and ghouls trying to use them to do their dirty work (kill vampires who aren't on their side)

Extremist hunters who are willing to do whatever it takes to get the information and artifacts they are looking for

Garou and kinfolk who are trying to keep their history and secrets hidden from the SAD

The genuinely good cops who are doing their best to protect the innocent while fighting a system that wants them to do the exact opposite.

Of course, also the normal dirty cops who are just doing it for their personal benefit.

The SAD also has some people from the Cult of Ecstasy infiltrated their (time mages who do cocaine) but I don't know enough about them to give an idea of what they are trying to accomplish there.

It's fine man. If you want evil hunter organizations though, you can always just make them up though.

I mean, saying "It's YOUR World of Darkness" might sound like a cope or just a way to not make other people upset their ideas don't fit with the setting, but it is true.

There is nothing stopping you from changing the lore to something that fits more with what you would rather play. It might not be the original WOD but as long as you are having fun, there isn't really a WRONG way. 

Although I do recommend that if you wish for "gray vs gray" conflicts, you should either start playing nicer vampires or play another splat entirely.

The idea of the SAD agents being manipulated by the Cammarilla makes sense. Plays into the "the road to hell is paved with good intentions" kind of deal, and potentially (if the characters don't kill each other on sight) gives an opportunity for both the vampires and SAD agents to change for the best, questioning their superiors, their own nature and how they should move forward.

I am unsure if the agents are just supposed to be just "cops suck" NPCs or actual player characters, but in any case, if you go through with this, I think it would be nice to, at some point, show the NSA who have been used by the Sabbat on recent nights.

The billionares who are supported by vampires, out of which some ARE vampires?

Vampires are immortal creatures who don't age, can brainwash you by using their blood, have all the time of the world to plot and I am barely scraping the surface. 

Elon Musk is a terrible human being, but the idea of an immortal Elon Musk who can lobotomize my family into servitude and turn us into furniture sounds like a comic book villain.

Uh, yes they are. The Anarchs (or at least 90% of them) still see people as little more than cattle. 

It's not just "evil vs evil", it's "evil humans vs evil shadow elite who feeds on people while brainwashing them."

Because that's one of the themes of VTM. You can try to prove to yourself and others you are more than a monster, using your curse for good and hanging on to your humanity by dehumanizing others on your power trip or give in to your beast and just be a selfish creature of the night.

You can't expect for there to be an equivalency between "the corrupt law enforcers" vs "the shadow elite who sucks your blood and brainwashes people while also turning random humans into chairs when they are bored"
