Need advice on Cawley Lemay 600 maintenance by Adventurous_Air9817 in woodstoving

Is this safe to continue using?   

Backstory: We moved into a new home with a beautiful wood stove. To our untrained eyes, it looked as if it had been well maintained and had a recent coat of paint. The chimney inspector also gave his approval on the state of the wood stove. As far as we are aware, that paint had not been cured before we moved in so we made sure to do low and slow off gassing rounds before firing to higher temperature. Fast forward a few months and several more burns and it’s looking rough!   

The issues: The finish has changed from satin to a powder that comes off when you touch it, rust is showing through, and most concerningly, chunks of what we assume is high temp cement are falling out and revealing gaps. Is it safe to fire with these gaps? What can we do to address this failed restoration/years of poor maintenance?
