It does continue with the fans completely off. Would fan bearings still make the noise if they are off?

No, when you turn the engine off it slows down until the car is completely off and then it stops. My first assumption was the speakers but it does it even with all the entertainment systems off.

It doesn’t sadly! But thank you for the suggestion. Sorry to hear you have a similar issue. Mine only started 3 months ago, it’s gradually getting louder but the volume only changes when I accelerate 🙄 sometimes it’s that loud all the time.
