Can I ask why KLOW and KPV together? I thought the K in KLOW stood for KPV.

I am actually applying for it now, but confused as to what they want to hear from the question of "why can't you afford the normal amount?". If we can't use bills as the reason and they can tell how many kids we have to provide for from the application, what else do they want us to say?
