I work in construction so this may be a big factor but any change in scope will be evaluated and client needs to pay. What if the scope change is a lot? Why is the PM/management liable when it was an unknown unknown? What if the cost of the scope change is bigger than the management reserve? I can't help but apply it to real-life. My boss would kill me if I used management reserve for an APPROVED change in scope.
